C & H Landfill

Principal-in-Charge of investigations and preparation of regulatory compliance documents, including Report of Waste Discharge (ROWD) and closure and postclosure monitoring plan for the landfill. Also provided data indicating that the landfill waste is non-hazardous and can be modified and used as compost for agricultural purposes.

GBF/Pittsburg Landfill(s)
PRP Committee
Pittsburg, California

Directed and supervised investigations and analyses and preparation of RI/FS (Remedial Investigation/Feasibility Studies) following CERCLA superfund act. The GBF impoundment site had received liquid hazardous wastes from 84 industrial entities (the present PRP committee) during 60?s and early 70?s. It was closed in 1976. By then the site operator (IT) and then permitted to build a household landfill on top of the old site. The RI/FS presented, in 3 volumes, all soil and groundwater data as well as the analyses of contaminant transport and risk analyses associated with the site.

 
Highway 59 and Billy Wright Landfills
Merced County, California

Directed and supervised waste and site characterization, hydrological, hydrogeological, meteorological, demographical and water and land use studies, and water and air sampling and data evaluation for preparation of Report of Waste Discharge (ROWD), Hydrogeological Assessment Report (HAR), closure plan and post-closure monitoring plan, water quality and air quality Solid Waste Assessment Test (SWAT) reports and landfill gas surveys in compliance with CCR Title 23, Chapter 3, Subchapter 15; AB3566 (Katz); and AB3525 (Calderon).

 
Houston Avenue and Kettlemen City Landfill

Directed and supervised waste and site characterization, hydrological, hydrogeological, meteorological, de-mographical and water and land use studies, and water and air sampling and data evaluation for preparation of Report of Waste Discharge (ROWD), Hydrogeological Assessment Report (HAR), closure plan and post-closure monitoring plan, water quality and air quality Solid Waste Assessment Test (SWAT) reports and landfill gas surveys in compliance with CCR Title 23, Chapter 3, Subchapter 15; AB3566 (Katz); and AB3525 (Calderon).

 
LA and LB Landfills
USS-POSCO Industries
Pittsburg, California

Directed and supervised investigations and preparation of all regulatory documents for these two industrial solid waste management units permitted as Class III (LA) and Class II (LB) facilities. Works included installation of monitoring wells and waste, soil, and groundwater sampling. Subsequently performed air quality sampling and analysis and prepared Air Quality and Water Quality Solid Waste Assessment Test (SWATs) in accordance with AB-3525 (Calderon) regulations. Also prepared RDSI and ROWD (Report of Disposal Site Information, and Report of Waste Discharge, respectively) for the two landfills. Subsequently prepared closure and post-closure monitoring plans as well as construction plans and specification and bid documents and obtained the closure permits for LB landfill meeting both state and federal (subtitle D) regulations. Provided construction observation and testing (both soils and liner) and prepared the as-constructed document and closure certification report.

 
Leachate and Gas Collection and Removal
Palo Alto Landfill
Palo Alto, California

Project Manger for monitoring and evaluation of occurrence of leachate at relatively high elevation in the landfill which overlies the Bay Mud, and evaluation of stability of the landfill in light of low Bay Mud strength and high pore pressures in the fill and foundation. Also performed pump tests and designed leachate and gas collection and removal systems to improve the calculated stability of the slopes and allow filling of the landfill to its permitted capacity.

 
Permitting of New Class II Landfill
USS-POSCO Industries
Pittsburg, California

Assisted the client in making an engi-neering economic analysis and project justification analysis. Subsequently, assisted in setting up a regulatory permit committee including various regulatory agencies (i.e., Integrated Waste Management Board, Regional Water Quality Control Board, Cal-EPA, etc.) as well as the City of Pittsburg which sponsored the EIR studies, and public hearings. Directed and su-pervised all design investigations (baseline studies, visual impact studies, etc.) and detail design of the landfill construction and operation. Also prepared Report of Waste Discharge and permit application. Performed construction observation and testing (soils and liner) and prepared the as-constructed drawing and Certification Report, and Operation & Maintenance Manual for the new landfill.

 
San Marcus Landfill
California Integrated Waste Management Board
San Diego County, California

Provided expert consultant services to the California Integrated Waste Man-agement Board (CIWMB) regarding 200 ft high vertical expansion of the existing 350-ft high San Marcos landfill in San Diego County, California. Also delivered a condensed course on the environmental aspects of soils engineering for the staff and managers of the CIWMB.

 
Stormwater Pollution Prevention
Nine landfills
Orange County, California

Project Manager for preparation and certification of stormwater Pollution Prevention Plans (SWPPP) in accordance with the NPDES permit requirements for all nine active and inactive landfills owned and operated by the Integrated waste management Department of Orange County. Also prepared Monitoring plan(s) and purchased and installed automatic stormwater sampler(s), and held training classes to train the landfill operating staff with regard to monitoring and reporting requirements.
