Project Manager for investigations and preparation of HAR (hydrogeological assessment report) for an abandoned oily waste impoundment for the site contractor (Bechtel Petroleum Operations, Inc.). Also prepared air-emissions report for the site and site boundary using EPA defusion models.

Directed and supervised investigations, analyses, and report preparation for the HAR (hydrogeological assessment report) of the waste impoundments and subsequent impoundment closure in accordance with TPCA and CCR23. Also performed bay-sediment sampling and analyses as well as plant-wide soil and groundwater sampling and analysis. In addition to providing for regulatory compliance requirements, the results were utilized in preparation of a com-prehensive Site Assessment Report (SAR) for disclosure to potential buyers and property transaction.

USS-POSCO was a RCRA permitted facility in 1985 for the operation of its 500 acre site including 5 hazardous waste management units (HWMU). Directed and supervised closure of three of the HWMUs in accordance with RCRA regulations and prepared and signed closure certification reports. Also directed and supervised preparation of Part B Permit Application for the facility which included the remaining HWMUs. This included preparation of SIR (Site Investigation Report) identifying all AOCs (Areas of Concern) and associated COCs (Constituents of Concern), assisting the LEA (lead environmental agency, i.e., Cal-EPA in this case) prepare its RFA (RCRA Facility Assessment) report. Subsequently, directed and supervised all field, laboratory, and analytical work and prepared the RFI (RCRA Facility Investigation) and CMS (Corrective Measure Study) reports in support of the Part B Permit Application.

Principal-in-Charge of site investigations including monitoring well installation, soil and groundwater sampling and analysis, hydrogeological assessment including pump tests and aquifer/aquitard relationship analysis, evaluation of contaminated source, transport and fate and risk analysis in accordance with California DHS (Department of Health Services) Decision Tree method.

Project Manager for preparation of Corrective Measure Study (CMS) and QA/QC reviewer for RFI (RCRA Facility Investigation) reports for the wire manufacturing facility. The reports presented a comprehensive evaluation of hydrogeological parameters of the site, groundwater chemistry, contaminant transport, contaminant fate and risk analysis for the releases due to previous operation of three lined industrial wastewater lined impoundments.

Developed data management program for compilation and graphical presentation of large banks of groundwater monitoring data, and automated statistical analysis of upgradient and downgradient data sets using Behren-Fisher?s student?s T test to assess compliance or ?significant? impact.

Directed and supervised field and laboratory investigations and analyses, and preparation of HAR (hydrogeological assessment report) and closure and post-closure monitoring plans for three lined impoundments (linings were severely damaged). Also recommended that Stauffer design and construct a treatment plant to treat the existing liquid wastes and produce fertilizer as treatment by-product. This recommendation, which Stauffer adopted and implemented produced net positive cash flow for its environmental compliance program. Subsequently performed a site-wide soil and groundwater monitoring and prepared a comprehensive (5 volumes) Site Investigation Report (SIR) for the plant.

Project Manager for preparation and permitting of closure plan and supervision and testing of closure works and closure certification of the ?oily waste impoundments? of the Avon Refinery. This was the first closure plan to be approved and permitted under the newly adopted California Toxic Pits Cleanup Act (TPCA).

Directed and supervised liquid waste and sediment sampling and analysis, installation and sampling of monitoring wells and preparation of HAR (hydrogeological assessment report) following California Toxic Pits Cleanup Act (TPCA) and Federal CFR 264, and preparation of ROWD (report of waste discharge) following title 23 of California Code of Regulation, CCR23, subchapter 15, of six industrial process overflow impoundments and five industrial wastewater sludge drying beds. Subsequently prepared a Closure Plan and Post-Closure Monitoring Plan in accordance with CCR23 and plans and specifications construction bid documents for the closure work. Performed supervision and testing during construction and signed closure certification report(s).

Principal-in-Charge of investigations, regulatory interface, design and bid specification of vacuum extraction system for two gas station sites and groundwater pump and treat at 3 sites. The investigations also led to evaluation of transport and fate of MTBE (Methyl Tertiary Butyl Ether) and early research and assessment of soil, water, air partition factors for MTBE and evaluation of effectiveness of cleanup and treatment procedures normally utilized for other petroleum constituents (i.e., Benzene, toluene, etc.).
